Fort Bend County Clerk: Thank A Veteran Card, Free DD-214 Recording and Deployment Fee Waivers
The Fort Bend County Clerk records a DD-214 free, issues a free Thank A Veteran discount card, partly waives assumed name fees for veterans, and waives certain fees for a member deploying to a hostile fire zone. It says recorded DD-214s are viewable only by the veteran and immediate family, a shorter list than Government Code 552.140's.
Also called: DD-214, DD214, county clerk, Thank A Veteran, More Than Words, veteran ID card, discount, assumed name, DBA, deployment, 437.217, marriage license, Richmond.
DD-214 and the card. The Fort Bend County Clerk records a DD-214 free at any of its offices and gives free certified copies to qualified applicants; that is the State rule (see the Texas entry). Once the DD-214 is recorded, or on showing the instrument number of one recorded earlier, the Clerk issues a free "More Than Words - Thank a Veteran" ID card, which participating local businesses, listed on the Clerk's site, honour with a discount. Main office: 301 Jackson Street, Suite 101, Richmond.
Who can see a recorded DD-214. The Clerk says recorded DD-214s are "only viewable by the veteran and his or her immediately family". Government Code 552.140 also lets a legal guardian, the personal representative of the estate, a person holding a power of attorney from one of those, another governmental body and a funeral home helping with the burial inspect the record and get copies.
Assumed names. The Clerk offers veterans "a partial waiver of fees" under Business and Commerce Code 71.155. The statutory fees the clerk may waive are $2 a certificate and 50 cents a name, so a veteran still pays most of the $14 or $15 filing fee. A corporation or LLC files with the Secretary of State instead.
Deploying service members. The Clerk lists free birth certificate copies, marriage licences, certified marriage licence copies and title transfers for a member deploying to a hostile fire zone, citing Government Code 437.217, and the marriage licence waiting period waived for active duty. Section 437.217 also covers copies of a divorce decree, child support order, guardianship papers and property tax records, and a duplicate marriage licence, on a letter from the unit commander; see the Texas entry on deployment fee waivers.
