For: Veteran or service member, spouse, survivor.

Where it applies

Written for the jurisdictions listed here.

Call for Hire was created by District Personnel Manual issuance I-2019-16, effective November 15, 2019. The Department of Human Resources' electronic personnel manual prints the issuance with an "Expiration Date" of May 16, 2024. No successor issuance appears in chapter 2 of the manual, and the program has no statute of its own. Treat it as ended unless the Department tells you otherwise; the Army benefits library still describes it as open. What it did. Agencies could hire from "a qualified talent pool made up of only veterans and their spouses" without competition, into time-limited Career Service appointments at grades 12 and below, and could then limit competition for a permanent position to program participants. An application stayed in the pool for one year. Who could apply. District resident veterans of the Army, Navy, Air Force, Marines or Coast Guard with more than 180 consecutive days of service, contingency operations included, and an honorable or general discharge; a veteran with other paper could apply by showing the discharge resulted from discrimination, through the Office of Human Rights. District resident spouses or domestic partners of a veteran rated 30 percent or more, and unremarried spouses or partners of a member who died on active duty, could also apply. What still applies. The issuance itself said it did not alter veterans' preference in competitive hiring under 6-B DCMR chapter 2, which is unaffected by its expiry. See the employment preference entry.
