What the Legislature did. Resolution 145 of March 11, 2026 authorized a memorandum of understanding with the Veterans' Service Agency "for the purpose of providing the Veterans' Peer-to-Peer Support Program funded by Dwyer funding," for January 1 to December 31, 2026 at $57,612 (the prior year's cost was $54,600), the whole amount carried as county revenue from State aid. Resolution 791 of October 14, 2026, approved by the Health Committee on October 7, raised the contract to $58,779 on an increase in State aid. On June 10, 2026 the Veterans' Services Director introduced the members of the Joint Veterans Advisory Committee to the Legislature and the peer-to-peer programmes chosen for the 2026 Dwyer grant. What it is. The Dwyer programme, named for PFC Joseph P. Dwyer, pays counties to run confidential veteran-to-veteran peer support for veterans and their families, especially around post-traumatic stress and traumatic brain injury; the State's Office of Mental Health funds it. The county's minutes name the programme and its money but not the groups that run its peer meetings this year. How to join. Ask the Veterans Service Agency, 137 Margaret Street, Suite 106, Plattsburgh, 518-565-4720, or Clinton County Mental Health and Addiction Services.
