The Commission's act. The August 2026 minutes: Commissioners Curtis Warfield, Christopher Scott and Gary Jungermann met with Human Resources Director Leah Laramore, who "explained that Personnel Manual Section 4.16, Military Leave, had been revised to ensure compliance with Section 105.270, RSMo, and the Uniformed Services Employment and Reemployment Rights Act (USERRA)." On Commissioner Warfield's motion, seconded by Commissioner Scott, the Commission voted three to none "to approve and adopt the revised Personnel Manual Section 4.16, Military Leave, effective August 28, 2026", and directed that it be incorporated into the official Personnel Manual. What the statute now gives (see the Missouri entry). Section 105.270 as amended by HB 2593 (2026), effective August 28, 2026: county officers and employees who are members of the National Guard or a reserve component are entitled to leave "without loss of time, pay, regular leave, impairment of efficiency rating, or of any other rights or benefits" for State duty at the Governor's call "without regard to length of time", and for federal duty under orders "for a period not to exceed a total of one hundred sixty hours in any federal fiscal year" - up from one hundred twenty hours in the version in force from 2002. Leave is charged only for hours the employee would have worked, in one-hour steps, against a filed copy of the military orders. The revised manual section itself is not posted; ask Human Resources for it.
