Where it applies

Written for the jurisdictions listed here.

The rules are the State's; the Florida entry on discharge recording explains them. The Bradford County Clerk's Official Records page lists "certificates of military discharge" among the documents it records and indexes. Its Clerk Service Fee Charges schedule prices recording at $10.00 for the first page with a charge for each additional page and indexing over four names, with no discharge carve-out; section 28.222(3)(d) makes recording the part of a discharge that shows its character free to the veteran, the Board of County Commissioners paying the Clerk, so a veteran recording a DD-214 should cite it rather than pay. Keeping it off the internet. The Clerk's public notices tell any person of the right to have "an image or copy of a public record, including an official record, if that image or copy is of a military discharge" removed from its public website under section 28.2221: "Requests must be notarized, state the statutory basis for removal, and confirm the individual's eligibility for the exemption", by mail, email or in person at 945 N. Temple Avenue, Starke, FL 32091. Taking it out of the record. The Clerk's pages do not mention section 295.186, which lets a veteran, widow or widower, attorney, personal representative, executor or court-appointed guardian ask in person, with identification, for a recorded DD-214 to be removed from the Official Records altogether, free; the removal is permanent, so keep a certified copy first. Official Records Department, 904-966-6283.
