Boyd County Circuit Court Veterans Court (the Veterans Justice Outreach docket)

Boyd County's circuit judges run their own veterans docket with the Huntington VA's Veterans Justice Outreach specialist - begun by Judge George W. Davis, presided by Judge John Vincent, taking referrals from other counties - outside the Department of Specialty Courts' certified list, so charges are worked through the court with the VA supplying treatment.

Also called: Veterans Court, veterans treatment court, Veterans Justice Outreach, VJO, Circuit Court, Judge John Vincent, Judge George Davis, Angela Miller, diversion, dismissal, Catlettsburg, Ashland, Catlettsburg, Meads, Westwood, Ironville, Summit, Buena Vista.

For: Veteran or service member.

What it is. Boyd County's circuit judges began a veterans docket in 2014 - Circuit Judges C. David Hagerman and George W. Davis announced it with the VA's Veterans Justice Outreach Program in October 2014, Davis having worked with Justice Will T. Scott to bring it to Boyd County - and it runs as the court's own programme: "Veterans Court is an outreach program that is affiliated with the VA Medical Center, and is officially called the Veterans Justice Outreach Program". Judge John Vincent presides. The first publicly reported graduate, a Marine, finished in July 2019 with all charges dismissed and diverted; Vincent said the court "is even now receiving referrals from other counties to allow us to process those eligible for Veterans Court in our system". How it works. The VA's Veterans Justice Outreach specialist - Angela Miller of the Huntington VAMC in the 2019 account - assesses every veteran referred and links those who fit to treatment for the underlying issue rather than incarceration; the program "operates solely through the Veterans Administration and has no expense to the taxpayers", Davis said, because it began with no funding. The certified courts, for comparison. Kentucky's Department of Specialty Courts certifies the veterans treatment courts it funds - Jefferson, Christian, Fayette and Hardin, plus the Northern Kentucky court serving Boone, Campbell and Kenton - and its 2026 list names no Boyd court; Boyd has no certified drug court either. A veteran charged in Boyd County therefore asks defence counsel about the circuit court's own docket (the referral is by the prosecutor, defence counsel or the judge), or about eligibility assessment through the Department of Specialty Courts' general route - its referral order can be filed in any court.
