Bay County Tax Collector: Veteran Driver Licence Designation and Fees
The Bay County Tax Collector adds the word Veteran to a licence or ID card at no charge and issues a no-fee licence to a 100% service-connected veteran, but its page asks for an honorable discharge and says "we cannot accept VA cards", where sections 322.14 and 322.051 accept the VA health and Veteran ID cards and set no discharge test, and its fee table omits the $6.25 service fee no veteran owes.
Also called: driver license, identification card, Veteran designation, DD-214, VA card, VHIC, Veteran ID Card, 322.14, 322.135, 322.21, service fee, $6.25, Chuck Perdue, concealed weapon, wheelchair plate, Panama City, Lynn Haven, Callaway, Panama City Beach.
The licences and their fees are the State's; the Florida entries on the 100% fee waiver and the tax collector's service fee waiver explain them. In Bay County the Tax Collector, Chuck Perdue, issues driver licences and ID cards at its Panama City (850 W. 11th Street), Panama City Beach (10520 Hutchison Blvd.), Lynn Haven (700 Florida Ave.) and Callaway (805 S. Tyndall Pkwy) offices, by appointment or by joining the line online; (850) 248-8501. Its site answers a Cloudflare challenge to plain requests and was read live on 2026-10-17 in a visible browser window.
What the fee page offers veterans. Under "Special Options for United States Veterans" the DL/ID Card Fees page lists "Adding a veteran designation to a valid Florida ID or DL" and a "100% service-connected disabled veteran ID or Driver's License" each at "$0/ with proper documents", and says a veteran with a VA card or letter stating a 100% service-connected total and permanent disability receives a discounted licence or ID card.
Where the page is narrower than the law. For the designation it says "you must be an honorably discharged US Veteran and provide a copy of your DD-214 or other approved document reflecting an honorable discharge", that a retired military ID (DD Form 2) can stand in for the DD-214, and that "Unfortunately, we cannot accept VA cards." Sections 322.14(1)(d) (licences) and 322.051(8)(b) (ID cards) say the word Veteran "must be exhibited" on a copy of the DD-214, the VA Veteran Health Identification Card, the VA Veteran Identification Card or another form the Florida Department of Veterans' Affairs accepts, and set no character-of-discharge test. A veteran turned away for bringing a VA card, or for a discharge that is not honorable, can cite those sections. The 100% no-fee licence under section 322.21(7) does require an honorable discharge.
The service fee. Every Class E, ID card and replacement price on the page ($54.25 for an original or renewal licence, $31.25 for an ID card or replacement) includes the $6.25 tax collector service fee, and the page does not say that section 322.135(1)(c) bars charging that fee to any veteran who shows a DD-214, a VA health card or a Veteran ID Card. A veteran should show one at the counter and pay the State fee only.
Other veteran services on the site. The disability hunting and fishing licence page takes a 100% total and permanent service-connected VA card or certification; the Disabled Veteran Wheelchair License Plate is described as for an honorably discharged veteran with a 100% service-connected disability, on a VA card or letter and proof of Florida residence; and the concealed weapon licence intake (Panama City and Lynn Haven, by appointment) takes a DD-214 as proof of firearms training and notes that veterans and active-duty members are fast-tracked by the Department of Agriculture.
