Where it applies

Written for the jurisdictions listed here.

The rules are the State's; the Florida entry on discharge recording explains them. The Bay County Clerk of Court and Comptroller is the county recorder, at the Bay County Courthouse, 300 East 4th Street, Panama City (room 110 for Official Records); (850) 747-5100. What the Clerk's pages say. The Official Records Fees page prices "Recording instruments - 8 1/2 x 14" at $10.00 for the first page and $8.50 for each additional page, with $1.00 for each name over four, and names no carve-out for a discharge. Section 28.222(3)(d) makes the recording of the part of a certificate of discharge, separation or service that shows the character of discharge free to the veteran regardless of the fee page, with the Board of County Commissioners paying the Clerk the ordinary charge. Copies are $1.00 a page and $2.00 to certify. Removal. The Official Records Forms page carries requests to remove Social Security, bank account and card numbers and to redact exempt personal information, but no form for a military discharge. Section 28.2221(5)(a) bars the recorder from displaying a discharge on a public website, and a veteran who finds one in the online search can ask in writing, naming the book and page or instrument number, for its removal at no charge. The Clerk's own instructions for removing account numbers - a written, signed request naming the book and page, delivered in person at room 110, by mail to P.O. Box 2269, Panama City 32402, or by fax, with no fee - fit the same request.
