Banner County keeps no section 80-102 aid fund and budgets no aid line; its only veterans line is the $3,000 a year it budgets for Scotts Bluff County’s officer in Gering, through whom Banner County veterans apply, and a Banner County Veterans Memorial is planned for the east side of the Harrisburg courthouse.

Also called: county veterans aid, CVA, 80-102, emergency aid, Matthew Meyers, Scotts Bluff County, Gering, Banner County Veterans Memorial, Harrisburg.

For: Veteran or service member, spouse, child, survivor.

Where it applies

Written for the jurisdictions listed here.

The officer. Banner County's Veteran's Service Officer page names Matthew B. Meyers, Scotts Bluff County's Veterans Service Officer, whose office in the Administration Building, 1825 10th Street, Gering, (308) 436-6643, serves Banner County (see the Scotts Bluff County office entry, which also serves Banner County). The county's FAQ says the homestead exemption for a veteran totally disabled by a non-service-connected illness or accident "requires a certification from the Veteran's office" and sends the veteran to the Assessor for the forms. Where the money is. Banner County's filed 2025-2026 budget lists no veterans aid fund among its funds and no aid line in its general budget; its only veterans line is the Veterans' Service Officer budget (0100-803), $3,000.00 for 2025-2026, from which it pays Scotts Bluff County for Mr. Meyers. The county's indigent burial program (Resolution 25-06, January 9, 2025) pays up to $1,500.00 for a cremation where the estate and family cannot, and names no veterans' rule; the county's duty to bury a veteran is the State's (see the Nebraska entry on the county's burial duty). Who qualifies. Section 80-102 lets a county veterans service committee aid a veteran, a spouse, a surviving spouse or a minor child in need; since LB1300 (Laws 2024, section 45) the veteran need only have served, been discharged honorable or general (under honorable conditions) or died in service, and lived a year in Nebraska and six months in the county. Banner County keeps no county money for it; ask Mr. Meyers, (308) 436-6643, about the State's Nebraska Veterans' Aid fund and any county help, or the County Clerk, (308) 436-5265. See the Nebraska entry on the county fund for the committee's discretion. The memorial. On September 2, 2025 Tim Grubbs, Rod Van Pelt and Kurt Baker brought a Banner County Veterans Memorial to the Board, and on March 3, 2026 Brad Van Pelt told the Board the memorial needs more donations to finish - donations can be sent to Banner Capital Bank - and the Board approved its location on the east side of the courthouse in Harrisburg; on August 4, 2026 the update was tabled.
