Baltimore County Government Veteran Tie-Break Preference

Baltimore County breaks a tie in examination ratings in a veteran’s favor for a classified job, including police and fire. It adds no points, and a disability rating does not change it.

Also called: county job, hiring preference, veterans preference, classified service, police, fire, tie.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

Baltimore County's veterans preference is a tie-breaker. County Code section 4-2-102(c) and Personnel Rule 20.01 say that when a veteran and a nonveteran have the same examination rating, the veteran goes ahead of the nonveteran on the employment list for the classified service. Special Rule 10.01 applies the same rule to the Fire and Police Departments. There are no preference points, no separate order for a disabled veteran, and no preference for a spouse. The rules say the preference is given "as required by the laws of the state", and the county code, current to July 2026, has not adopted the 10-point selection credit that Local Government Article section 1-204 has allowed a county to enact since October 1, 2025. Special Rule 10.02 separately lets a Fire or Police Department employee who left for the armed forces return to the same or a like position after an honorable separation, if the employee applies within 90 days and is still qualified.
