Alameda County Civil Service Veterans' Preferential Credit
Points added to a passing score on a county civil service examination: 10 for a disabled veteran and 5 for any other veteran on an entrance examination, and 3 and 1 on a promotional one. A disabled veteran is one rated 10% or more.
Also called: county job, veterans preference, preferential credit, civil service, Charter section 39, 3.08.020, 10 points, 5 points, promotional.
Section 39 of the Alameda County Charter, in effect since February 27, 1967, and Administrative Code section 3.08.020(J) give a preferential credit to a person who served in the armed forces "during a war or campaign as defined by Section 18973 of the Government Code" and was discharged or released under honorable conditions, once that person reaches the passing mark of an examination.
The points.
Entrance examinations: disabled veterans 10 points, all other veterans 5.
Promotional examinations: disabled veterans 3 points, all other veterans 1.
A disabled veteran is a veteran currently rated by VA at ten percent or more for a disability from service.
Which service counts. The Charter prints the reference as "Section 1897 of the Government Code", a misprint for 18973, which the Administrative Code gives correctly. Section 18973 itself was rewritten in 2014 (Stats. 2013, ch. 75) and now defines a veteran by Government Code section 18540.4: a person who served full time in the armed forces in time of national emergency or state military emergency or during any expedition, and was discharged or released under conditions other than dishonorable. The county's own text still asks for a discharge "under honorable conditions". Bring the DD-214 with the application and the VA letter for the disability points.
