Legislation

Every jurisdiction in this catalog has entries whose figures move when a bill passes, whose act takes effect on a later date, or whose program is repealed while its agency keeps advertising it. This page watches each jurisdiction's law, follows a bill through its own jurisdiction's process where its stages are recorded, and names the catalog entries each instrument touches.

Choosing a jurisdiction overrides the level. Stage is where the bill stands in its own jurisdiction's process. Direction is whether it expands or restricts benefits, recorded only where the reason can be read from the bill. Outcome is whether the instrument became law; catalog status is whether this catalog has been reconciled against it. None of this is legal advice, and a tracked item is a pointer to the official record rather than a substitute for reading it.

1 instrument in Utah. Tracked across 51 jurisdictions. Every other jurisdiction on the board is still watched by hand.

A bill that died is listed only where a guide, an agency, or a news story has described it as current law. That is the failure that puts a number in front of a veteran which no assessor, registrar, or school will honor.

No change to benefits Directs a funding-dependent clinical study and creates no entitlement to treatment.

Enacted Utah Code section 26B-7-126, directing the Huntsman Mental Health Institute within the University of Utah to conduct a clinical study of the safety and feasibility of psychedelic-assisted therapy, using MDMA, 5-methoxy-N,N-dimethyltryptamine or psilocybin, for the treatment of treatment-resistant PTSD in eligible veterans. An eligible veteran is one with a clinical PTSD diagnosis and a documented inadequate response to one or more evidence-based treatments; the section does not require the PTSD to be service-connected. The study must run under an FDA investigational new drug application, a Drug Enforcement Administration Schedule I research registration and Institutional Review Board approval, with a protocol, drug administration plan, safety monitoring and risk management plan including predefined rules for pausing or stopping the study, and a psychotherapy fidelity plan. Tracked and watching because the duty to begin is conditional: subsection 4 requires the institute to start no later than January 1, 2027 only if legislative appropriations plus gifts, grants and donations reach an amount the institute itself determines is sufficient, and subsection 5 provides that if they do not, the institute begins whenever they do. Unused donations must be returned to donors on or before July 1, 2032. This creates no entitlement to participate and is not a treatment programme, and it will be described as one.
