Legislation

Every jurisdiction in this catalog has entries whose figures move when a bill passes, whose act takes effect on a later date, or whose program is repealed while its agency keeps advertising it. This page watches each jurisdiction's law, follows a bill through its own jurisdiction's process where its stages are recorded, and names the catalog entries each instrument touches.

Choosing a jurisdiction overrides the level. Stage is where the bill stands in its own jurisdiction's process. Direction is whether it expands or restricts benefits, recorded only where the reason can be read from the bill. Outcome is whether the instrument became law; catalog status is whether this catalog has been reconciled against it. None of this is legal advice, and a tracked item is a pointer to the official record rather than a substitute for reading it.

2 instruments in New Hampshire. Tracked across 51 jurisdictions. Every other jurisdiction on the board is still watched by hand.

A bill that died is listed only where a guide, an agency, or a news story has described it as current law. That is the failure that puts a number in front of a veteran which no assessor, registrar, or school will honor.

Expands benefits Raises the ceilings on the optional veterans', combat service and surviving spouse credits, though a town must vote again before its amount rises.

Amends RSA 72:28, II to raise the optional veterans’ tax credit band from $51 to $750 up to $51 to $1,000; RSA 72:28-c, II to raise the optional tax credit for combat service from $50 to $500 up to $50 to $750; and RSA 72:29-a, II to raise the optional surviving spouse credit from $701 to $2,000 up to $701 to $2,500. All three take effect April 1, 2027, and the published statutes print the current and future versions of each paragraph side by side under bracketed effective-date headers. Tracked as watching a later date, and flagged in substance for a reason particular to New Hampshire: none of these increases reaches a single veteran automatically. RSA 72:27-a, IV provides that an amendment to a credit amount applies in a municipality that previously adopted the provision only after the municipality complies with the adoption procedure, so a town that adopted a credit in an earlier year keeps its voted amount until a fresh warrant article or council vote passes. The act raises ceilings, not credits, and a veteran told their credit is going up in April 2027 should ask whether their town has voted.

Laws of New Hampshire 2022, chapter 342 Created the National Guard tuition waiver spouse transfer and set it to expire July 1, 2027

Expands benefits Lets a Guard member transfer the tuition waiver to a spouse, until the paragraph is repealed on July 1, 2027.

Added RSA 110-B:63-c, IV, letting a member of the New Hampshire National Guard who has completed an initial mandatory service obligation of no less than 6 years transfer the tuition waiver to a spouse for use in a degree-enhancing curriculum in the community college or university system, at the cost of a 4-year reserve duty service obligation running from the date of transfer, with the spouse able to transfer it back and the two barred from using it simultaneously. Section 1 of the same act added the DEERS-based definition of spouse at RSA 110-B:63-b, VI. Section 4 of the act repeals paragraph IV effective July 1, 2027, and the published statute carries the bracketed note. Tracked as watching a later date because the window to transfer closes on that date: a member who wants to move the benefit to a spouse must do it before July 1, 2027 and should weigh the additional 4-year obligation, and because a member who transfers shortly before the repeal will be relying on a paragraph that no longer exists when the spouse enrols, which the act does not address.
