Legislation

Every jurisdiction in this catalog has entries whose figures move when a bill passes, whose act takes effect on a later date, or whose program is repealed while its agency keeps advertising it. This page watches each jurisdiction's law, follows a bill through its own jurisdiction's process where its stages are recorded, and names the catalog entries each instrument touches.

Choosing a jurisdiction overrides the level. Stage is where the bill stands in its own jurisdiction's process. Direction is whether it expands or restricts benefits, recorded only where the reason can be read from the bill. Outcome is whether the instrument became law; catalog status is whether this catalog has been reconciled against it. None of this is legal advice, and a tracked item is a pointer to the official record rather than a substitute for reading it.

2 instruments in Alabama. Tracked across 51 jurisdictions. Every other jurisdiction on the board is still watched by hand.

A bill that died is listed only where a guide, an agency, or a news story has described it as current law. That is the failure that puts a number in front of a veteran which no assessor, registrar, or school will honor.

Expands benefits Releases a VA permanently and totally disabled veteran from the annual homestead verification once qualified.

Amended Code sections 40-7-2.1 and 40-9-21.1. From October 1, 2026, a veteran determined by VA to be permanently and totally disabled who qualifies under section 40-9-19(d) or 40-9-21 does not have to claim or verify again after first qualifying; the release ends on the veteran’s death or a new homestead. Everyone else still verifies each year. Flagged because the Department of Veterans Affairs’ booklet describes the release as reaching any veteran claiming on a service-connected disability and cites section 40-9-21, which the act did not amend.

No change to benefits Moves the veteran-owned business preference to sections 41-4-130 and 41-4-131 without changing it.

Created the Office of the Chief Procurement Officer and repealed the old state competitive bid articles, including Code section 41-16-20, effective October 1, 2022. The preferred vendor definition, with its fourth priority for an Alabama business more than half owned by a veteran, is now section 41-4-130(4)d., and the discretion to award within 5 percent of the lowest non-preferred bid is section 41-4-131(b). No figure or gate changed. Flagged because the Department of Veterans Affairs’ September 2026 booklet still cites the repealed section 41-16-20.
