Utah / State / 2026 General Session
2026 Utah Laws ch 75 (S.B. 90) Created a duty to credit military training toward a Utah professional licence, and to publish the map that measures it
Enacted Utah Code section 58-1-313, requiring the Division of Professional Licensing, in consultation with the Department of Veterans and Military Affairs, to identify skills, experience, credentials, training and education obtainable in the armed forces, determine to what level they are substantially equivalent to Utah licence requirements and can substitute for them, and "prepare and update as necessary a document, spreadsheet, or other resource accessible by the public on the division’s website" detailing both. Subsection 3 then provides that where a veteran or service member applies for a licence and does not meet the required training or education, the division "shall give credit" based on that determination. The act also amended section 71A-1-201 to add the consultation duty to the department’s responsibilities, and amended section 63I-2-258 to repeal subsection 58-1-313(4), the reporting duty, on January 1, 2029, with the report itself due on or before November 1, 2028. Tracked and flagged for two reasons. The benefit is measured entirely by a resource the division must publish, so until that resource covers a given occupation there is no substantial-equivalence determination for subsection 3 to operate on. And the sunset reaches only the reporting subsection, so a description of this benefit as expiring in 2029 has read the repeal onto the wrong provision.
