South Carolina / State / 126th General Assembly, 2025-2026
H. 4385 Would have required legislative reporting and an equity analysis of veterans home admission policies; recommitted
No change to benefits Would have required reporting of veterans home admission policies to the legislature without changing who is admitted.
Would have written into Section 25-11-730 a requirement that the Department of Veterans’ Affairs submit its veterans home admission and discharge criteria, policies and procedures to the legislative oversight committees within sixty days of adopting or amending them, for informational purposes only, and that the submission include a summary of stakeholder engagement and an analysis of potential impacts on low-income, disabled and minority veterans. Debate was adjourned repeatedly and the bill was recommitted to the House Committee on Medical, Military, Public and Municipal Affairs on January 28, 2026, and did not become law. Tracked because 2025 Act No. 5 had already moved the admission criteria and the fees entirely into department policy, so the failure of this bill means that policy-making carries no transparency, reporting or equity-analysis condition. The conditions a veteran is quoted for admission are set and can be changed by the department alone, with no obligation to tell the General Assembly.
