Chapter 688 of 2025 (S4358A), amended by chapter 22 of 2026 (A9476) Lets a veteran transfer an unused Veterans Tuition Award to one family member from July 1, 2027
A qualified veteran may transfer an unused award once, to one spouse, child under 26 or financial dependent residing in New York, capped at 100 transfers a year statewide. Chapter 688 was signed December 19, 2025; the chapter amendment, signed February 13, 2026, narrowed it and delayed it to July 1, 2027. The text is already printed in Education Law 669-a with an effective-date note.
