Ch. 344, L. 2025 (House Bill 1180) Wrote individual unemployability into five separate veteran benefit statutes

Catalog reconciledEnactedScope changed

Signed

Expands benefits Counts individual unemployability paid at the 100 percent rate in five benefits that required a total rating.

Amended 15-10-18.2(1), 37-19.1-03(2), 39-04-18(2)(j), 57-02-08.8(1) and 57-40.3-04(1) in one act, so that the dependent tuition waiver, the spouse employment preference, the motor vehicle registration exemption, the disabled veterans property tax credit and the motor vehicle excise exemption all name an extra-schedular rating to include individual unemployability which results in the veteran being paid at the one hundred percent rate. This is the act that makes North Dakota unusual in this catalog: where other states leave a veteran paid at the total rate arguing with an assessor or a clerk, North Dakota decided it in the operative text of five benefits at once. Tracked because guidance written against the pre-2025 wording describes some of these benefits as requiring a schedular hundred percent.
