Amends Miss. Code 37-103-25(2)(a). A nonresident veteran or Title 38 beneficiary who is not a covered individual under 38 U.S.C. 3679(c) but qualifies for Yellow Ribbon is charged nonresident tuition where the institution’s Yellow Ribbon scholarship brings the cost to the resident rate; all other such students pay the resident rate except in a professional school or college.
