Where it applies

Written for the jurisdictions listed here.

Recording. The Recorder of Deeds records military discharge papers free; its fee schedule lists the DD-214 as free. The Recorder has partnered with the Department of Veterans Affairs, whose director is a deputy recorder, so a veteran records the DD-214 at 2401 Pleasant Valley Road, York (717-771-9218), with free parking, rather than at the downtown Administrative Center. Under 16 Pa.C.S. Chapter 13 the record is confidential for 85 years and released only to the veteran, immediate family, someone the veteran authorises in writing, a court, a State or federal agency, or the county director. The Hometown Heroes card. A York County veteran whose honorable discharge is recorded gets a free photo ID card. Local merchants who sign up give a discount when the card is shown; businesses join on the Recorder's application. The programme also points veterans to VA's list of national year-round discounts. Who gets which. The card is for an honorable discharge. Recording is not limited that way: the statute requires the recorder to record each final discharge, and a veteran with a general or other discharge can still have it recorded for safekeeping.
