Wood County: Veterans Service Officers and discharge recording
Wood County has no county veterans office; the state Parkersburg benefit office on Murdoch Avenue carries the claims work, and the county clerk records service discharges at no charge by statute.
Also called: VSO, Parkersburg, Ryan Onesto, Breanna Valluzzi, Joe Gonzales, DD-214, 59-1-10, VFW Post 1212.
For: Veteran or service member, spouse, child, survivor.
Wood County's own government runs no veterans service office - the county site's search surfaces only its Veteran's Memorial Park - so the veterans service function is the West Virginia Department of Veterans Assistance's Parkersburg Benefit Office, at 1824 Murdoch Avenue, Suite F101, Parkersburg, WV 26101, phone (304) 420-4982, fax (304) 420-4981. Its service officers are Ryan Onesto and Breanna Valluzzi, serving Pleasants, Mason, Ritchie, Tyler and Wood Counties. The department's services are free to the veteran.
Discharge papers. County Clerk Joe Gonzales's office, Courthouse, 1 Court Square, mailing P.O. Box 1474, Parkersburg WV 26102, recording desk (304) 424-1899, records discharges at no charge under Code 59-1-10(a)(5) - "No charge for a service discharge record" - and keeps them closed to the public under Code 7-1-3LL. The county's own pages never mention the practice, so the statute is the answer to quote; the clerk's published recording fees cover deeds and other writings only.
The commission's year, read through OCR of ninety-one scanned packets, shows no veteran program, proclamation or grant - the single veteran-adjacent line is a check-register entry of $6,500.00 dated June 1, 2026 to Veterans of Foreign Wars Post 1212, purpose unstated. The county has no code of ordinances beyond a fire service fee ordinance, which contains no veteran provision.
Wood County is the Fourth Judicial Circuit, and the Mid-Ohio Valley Adult Drug Court that covers it carries a veterans treatment court track - see the county's veterans treatment court entry.
