Wood County Assessor: Homestead Exemption intake

The Wood County Assessor takes homestead exemption claims until December 1, accepts VA certification of total and permanent disability as proof, and files online through the state SmartFile portal.

Also called: homestead exemption, 11-6B-3, John R. Kelly, December 1, SmartFile, VA certification.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

The exemption is the State's, under Code 11-6B-3: the first twenty thousand dollars of assessed value off the property tax of an owner-occupied homestead for an owner sixty-five or older or certified permanently and totally disabled. The Wood County Assessor is John R. Kelly, at #1 Court Square, Suite 302, Parkersburg WV 26101, phone (304) 424-1743, real property desk (304) 424-1842, hours Monday to Friday 8:30 a.m. to 4:30 p.m., email [email protected]. The office promises to "make sure that everyone qualified for Homestead and Farm exemptions, receives their discount on time". The deadline and the proof. Code 11-6B-4(a) requires the claim to be filed with the assessor "on or before December 1, following the July first assessment day". Among the eight acceptable proofs of permanent and total disability, Code 11-6B-4(b)(5) names "a written certification signed by the veterans administration certifying that a person is totally and permanently disabled" - a VA letter works. Online filing runs through the state's SmartFile portal, which the assessor's page links; a veteran uncomfortable with the portal can still file on paper at Suite 302. The statute's military carve-out applies as everywhere in West Virginia: a service member who kept the state as home of record and returns on retirement or on separation for permanent and total disability is deemed to satisfy the two-year residency test, Code 11-6B-3(a), which the county's own pages do not mention. Wood County's veteran-named park is not a discount: the county's Veteran's Memorial Park in Williamstown rents its six service-branch shelters at $50 a day over four hours with a $25 minimum, and publishes no veteran rate.
