Wood County Recorder: Free DD-214 Filing and the Veterans ID Card It Opens

Wood County records a veteran's DD-214 and similar discharge papers at the Recorder's office at no cost, the filing stays out of public view for 75 years, and the recorded document is the key that opens the Ohio veterans ID card the county's own Veterans Service Office then makes and issues.

Also called: DD-214, DD214, discharge, recording, free, no cost, 75 years, public record, volume, page number, veterans ID card, state ID, Connor Rose, 419-354-9140.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

The veterans office's County Benefits page (read 2026-10-21) carries the county's rule: "Military discharge papers, such as a DD Form 214, can be recorded with the Wood County Recorder's Office at no cost to the veteran. This ensures a copy of the document is always safeguarded, maintained, and accessible to the veteran. Documents become public record 75 years from the date of recording. Filing a military discharge with the county recorder's office is required by the Ohio Revised Code in order to receive a state veterans I.D. card through the veteran's service office." It names the Recorder at 419-354-9140, One Courthouse Square, second floor of the Administration Building, weekdays 8:30 to 4:30; the Recorder is Connor Rose, elected November 2024 and in office since January 2025, by his own site's account. The card itself is made across the street in the veterans office, and the county's loop closes there: the same page tells veterans the discharge "with character of service (Honorable or General Under Honorable Conditions) must be recorded at the County Recorder's Office before ID card issuance", and the Services page adds the mechanics - "The Veteran's Discharge/ DD214 must be recorded at the County Recorders Office (County Courthouse) before the card can be made. Once recorded a 'volume' and 'page number' will be on the certified copy" - which is what the office feeds into the double-sided card printer with lamination the commissioners bought it on April 2, 2026 (resolution 26-00414). The county Guide to Wood County Government routes discharge copies the same way: "Veterans: Veterans Service Office 419-354-9147; Discharge: Recorder 419-354-9140". The Recorder's own site publishes no discharge page, no veteran line in its JavaScript fee calculator and no fee schedule text - the entry rests on the veterans office and the Guide, county sources, and on the State entries for the Revised Code behind them (317.324's confidentiality of the recorded discharge, 317.24 and 317.241's cards).
