Commercial Street, Neenah, (920) 729-4820, both Monday to Friday 8 a.m. to 4:30 p.m. The director is Delmer Volpel, with deputy Lydia Wilz and a staff of eight that reached "fully accredited staff status as of August 10, 2026". General Code chapter 2, section 2.04 - the code's only veteran provision - creates the five-member Veterans Service Commission (Snider chair, with two county board members allowed), appointed by the County Executive to three-year terms. It approves aid monthly in closed session under the 45.86 levy; its documented balances run to $24,460.44 as of July 9, 2026, and the county transferred $10,000 in November 2025 for veteran grocery vouchers during the SNAP shutdown, citing 45.86. No application form is published; start at the office. The register of deeds at 112 Otter Avenue, Room 108, (920) 232-3390, records discharges free - the county's own fee-schedule page quotes section 45.05, "The register of deeds may not charge for recording". The ROD also runs Honor Rewards, a veterans discount card tied to discharge recording, with over 400 local enrollments. The fair runs dedicated Veterans Days (July 31-August 1, 2026), and the Military Veterans Museum rents county storage for $500 a month by resolution. No stand-alone veterans court sits in Winnebago County; its cases go to the Sheboygan Area Veterans Court - see the county's veterans treatment court entry.
