Winchester Veterans’ Property Tax Exemptions (Clauses 22 to 22F)

Winchester’s Personal Exemptions page lists the veterans’ clause without an amount, so this entry gives the statute’s.

Also called: property tax, clause 22, 22E, veterans exemption, assessors, Winchester.

For: Veteran or service member, spouse, survivor.

Where it applies

Written for the jurisdictions listed here.

The Town of Winchester grants the veterans’ exemptions of G.L. c. 59, s. 5, clauses 22 to 22F, through its board of assessors. The statute sets them as dollars off the tax bill, $400 under clause 22, $750, $1,250 and $1,500 under 22A to 22C and $1,000 under 22E, and exempts the whole domicile under 22D and 22F; a town can add to them only by accepting a local option, clause 22I, clause 22J or section 5C½. Every figure on this entry carries its source and the day it was read. The Assessors Department’s Personal Exemptions page lists “Veterans - Clause 22” among the personal exemptions, beside clauses 17D, 37A, 41C and 41A, and prints no amount of the town’s own, so the figures here are the statute’s. Applications are filed in the Assessor’s Office within three months of the mailing date of the third-quarter tax bill, an exemption is granted for one year only and the qualifying date is July 1. The page names Dan McGurl the Director of Assessments at Town Hall, 71 Mt. Vernon Street, Lower Level (781-721-7111); the board’s own page names George R. Nowell, Jr. its chair, Paul Manganaro and Richard Michienzi the members. The town’s Veterans page describes the Veterans Agent assisting Winchester veterans in obtaining payments they are permitted to receive under state and federal laws, with the town reimbursed for 75 per cent of the payments, and names no agent; the EOVS directory’s September 7, 2026 row lists the office at Town Hall, 71 Mount Vernon Street (781-721-7116), leaving the officer’s name blank, so ask the town to confirm who holds it. Chapter 115 benefits, the Commonwealth’s needs-based help with rent, food, fuel and medical costs, are applied for through Winchester Veterans (EOVS directory: Town Hall, no officer named). Their amounts are set by the Commonwealth and are the same in every city and town; the statewide chapter 115 entry describes them.

A VA rating, a decoration, or a surviving relativeClause 22 reaches a veteran rated 10 percent or more, a Purple Heart recipient, a Gold Star parent and the spouse or unmarried surviving spouse; 22A to 22E turn on named losses, decorations, a 100 percent rating or specially adapted housing. The rating filter does not hide this entry, because several routes need no rating.

Figures

Each figure is dated with the day it was read. A local figure moves whenever the statute or the local ordinance does, so confirm it with the office that grants it before you rely on it. Statute verified gives the day the weekly section check last found the statute standing on the legislature’s own code site; a figure without it rests on a statute the check does not read yet.
