Where it applies

Written for the jurisdictions listed here.

The Veterans Program is Whatcom County's programme under chapter 73.08 RCW (see the Washington entry on county veterans' assistance funds), run by Health and Community Services and advised by the Veterans Advisory Board, all veterans living in the county. What it does. Veteran Service Officers help veterans and families understand and apply for VA health care, compensation and pension, home loans, education and other benefits, and troubleshoot claims, by appointment. The Veterans Assistance Fund gives "temporary financial assistance for basic needs like rent, mortgage, or utility payments", and burial assistance for some low-income veterans. Payments go only to a third party, such as a landlord, utility or provider, on an invoice; the fund cannot reimburse a veteran in cash. The Opportunity Council's case managers use the fund alongside other grants, and in 2026 the county moved $50,000 to it for rental subsidies and case management. Limits. The Advisory Board's minutes of April 13, 2026 record a 2026 budget of $200,000, of which $16,000 had gone in direct help by April, and a $10,000 lifetime cap per veteran, which the board agreed could be exceeded case by case where a veteran is in active case management. The board also agreed to make fuller use of the expense categories it approved in 2019, among them durable medical equipment VA Community Care does not pay for, dental care for veterans not rated 100%, and emergency medical bills VA does not cover.
