Where it applies

Written for the jurisdictions listed here.

Westmoreland applies the statewide one-vehicle exemption through the Commissioner of the Revenue on the "Application for Personal Property Tax Exemption for Veterans with 100% Service-Connected Disability". The form's own qualifications: the veteran must be VA-rated "100% service-connected, permanent, and total"; "The one motor vehicle includes only a passenger car or a pickup or panel truck that is registered for personal use"; a vehicle owned by a married person qualifies if either spouse is the rated veteran; the exemption "shall be applicable beginning on the date the motor vehicle is acquired or January 1, 2021, whichever is later"; leased vehicles and business-owned vehicles may not qualify; and the applicant "must reapply for tax exemption if I change vehicles". The vehicle is named by year, make, model, title number and plate number. The combined FY 2026-2027 tangible personal property rate is $3.75 per $100 (county $1.60 plus school district $2.15), with machinery and tools at $2.00 and merchants' capital at $0.96 on the same sheet. Taxes are due December 5. The state's car-tax relief applies to the first $20,000 of a qualifying vehicle's value.
