Westmoreland County's Veterans Court takes veterans facing most misdemeanours and low-level felonies, with the District Attorney's consent, and pairs them with volunteer veteran mentors and VA Pittsburgh's rehabilitative programmes. Anyone, including the veteran's family, can refer, ideally before the preliminary hearing.
Also called: veterans court, veterans treatment court, VTC, mentor, VA Pittsburgh, diversion, Adult Probation.
The Veterans Court diverts veterans whose charges may stem from anger, mental health, adjustment or substance use problems to veteran-focused treatment.
Who it takes. Veterans facing most misdemeanours and low-level felonies, with exceptions that include cases with child victims and sexual offences under 18 Pa.C.S. Chapter 31. The District Attorney must consent to every admission.
Referral. The veteran, the family, a police officer, the magisterial district judge, counsel, the prosecutor, VA's Veterans Justice Outreach staff or another professional can refer on the court's referral form; the veteran is then contacted for screening. Refer as early as possible, ideally before the preliminary hearing.
Support. Volunteer veteran mentors, trained online, coach participants through treatment, the court and the VA system, and are encouraged to attend the monthly court sessions; to volunteer, call the Veterans Court coordinator at 724-830-3703. On February 12, 2026 the commissioners approved a memorandum of understanding with VA Pittsburgh Healthcare System for the court, and the court draws a $7,000 State court grant (2025-2026, with a 2026-2027 application approved May 14, 2026).
