Westmoreland County: The State's Disabled Veterans Tax Exemption and County Exonerations

Westmoreland County veterans apply for Pennsylvania's full real estate tax exemption through Veterans Affairs & Services. Once the State grants it, the commissioners exonerate the county tax, interest and fees still billed on the home, and refund tax already paid.

Also called: property tax, real estate tax exemption, RETX, 51 Pa.C.S. 8902, exoneration, tax refund, $114,637.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

The exemption is the State's; see the Pennsylvania entry. It removes all real estate tax on the home of a wartime veteran rated 100% permanent, paid for individual unemployability, or blind, paraplegic or missing two or more limbs from service, on a showing of need presumed at income of $114,637 or less. The application goes through Veterans Affairs & Services (724-830-3530), on the State's form. What the county does after the grant. The commissioners' agendas carry, meeting after meeting, the exoneration of county taxes, interest and fees on properties whose owners have been granted the disabled veterans exemption, recording that the township has also exonerated and that no school tax is due, and refunds where the county tax was already paid (for example $895.97 on June 25, 2026). The grants they record are effective on July 15 (2025 or 2026). What that means for a veteran. Keep paying until the State's letter arrives; the county then clears or refunds its share for the period the exemption covers. Ask the county Tax Office or the veterans office if a bill or a refund does not follow the grant.
