Where it applies

Written for the jurisdictions listed here.

The Washington County Veterans Court "was implemented to identify, treat, support, and supervise veterans who enter into the criminal justice system." President Judge Valarie Costanzo presides; the team works with the county Adult Probation Office and the Washington Drug and Alcohol Commission, and each participant is paired with a Veterans Justice Outreach specialist. The contract. Every participant signs a performance contract, revised July 2026, whose obligations run from abstinence - no alcohol or illegal drugs, and no bars, liquor stores, taverns or clubs, on penalty of wearing an alcohol monitoring device at the participant's own cost - through attendance at every court session, contact with the veterans court probation officer and the VJO as directed, and daily drug testing by call-in: each morning, Monday to Saturday, the participant phones (724) 705-1749 to learn whether their PIN has been called, and reports to the Adult Probation office between 8 a.m. and 1:30 p.m. or 2 p.m. and 4 p.m. weekdays, 8 a.m. to noon Saturday. A refused, altered or failed test is treated as positive and can bring a jail sanction, and falsifying a sample is itself a new criminal charge. The participant agrees to searches of person, vehicle, home, effects and social media at any time, with or without a warrant. Phases. Five. Each of the first four lasts an average of four to six months and steps court attendance from weekly to monthly, probation contacts from several a week down, and AA or NA meetings from three a week in Phase III to two in Phase IV; from Phase III on the participant must work full time or perform weekly community service, and obtain a signed payment-compliance letter from the Collections and Disbursement Unit. Phase V is the graduation-eligible phase: continued stability, a graduation assignment and an answer to how the court has changed the participant's life. How. Apply on the courts' fillable Treatment Courts application, which asks the branch of service and whether the discharge was honorable, and publishes no discharge test; the contract, not the application, is the published rule. The courts' site lists no coordinator; ask Adult Probation or defence counsel.
