Where it applies

Written for the jurisdictions listed here.

The board. Mitch Antle (District 1, term 2023-2026), Corey Shivel (District 2, 2024-2028) and Mike Dunlap (District 3, 2023-2026, chairman) meet Mondays 9:30 a.m. (earlier agendas 9:00) in Room #201 of the Washington County Courthouse Administration Building, 400 S. Johnstone, Bartlesville; County Clerk Annette Smith is the board secretary, with Deputy County Clerk Sara Berghoefer recording the minutes. The county's Agendas page (74 pages, 1,474 entries) lists every Board of Commissioners and Budget Board meeting; the window's agendas and scanned minutes - 156 files, every one an image PDF - were OCR'd whole for this sweep. The window's veteran item. May 4, 2026 minutes: "Under Commissioners Report -The Wall That Heals Exhibit which is a Vietnam Veterans Memorial replica, the OSU Extension open house, road repairs and meetings were discussed." (Book 84, Page 74.) The exhibit came to Bartlesville May 5-10, 2026, open May 7-10 at Lee Lake Park, 2200 SE Adams Blvd, hosted by the Phillips 66 Veterans Network as one of the Vietnam Veterans Memorial Fund's 31 communities on the 2026 tour, with a Welcome Home Ceremony May 7 and Light the Night (Bringing Light to PTSD) May 8. "Washington County lost 22 service members in the Vietnam War. Eleven of those - Bartlesville residents - will be featured in the exhibit's Hometown Heroes display." (City of Bartlesville releases of April 1 and April 29, 2026; the ceremony carried Cherokee Nation Honor Guard colors, a VFW 21-gun salute and Taps.) The Form 969 items are NOT the veteran claim. February 17, 2026 agenda item b): "Form 969, State of Oklahoma, Claim of Reimbursement for Additional Homestead Exemption Allowed Certain Classes of Taxpayers for Tax Year 2025" (minutes: "Shivel moved APPROVAL of Form 969 - Reimbursement for Additional Homestead Exemption"); February 23, 2026 agenda item 1(a): "Form 969 ... Claim for Loss of Revenue to Washington County and School Districts Therein, Due to Exempt Manufacturing Allowed for 2025, Title 62, Section 193" (minutes: "Antle moved APPROVAL of Form 969 - 2025 Claim ... for Five-Year Manufacturer's Exemption in Washington County for $36,092"). No agenda or minute in the window names the Veterans Exemption, and no veteran, VFW, Legion or DAV line appears anywhere else in the OCR'd year. No benefit was adopted, narrowed or repealed; the Form 969 claims are the State reimbursement mechanics for exemptions already granted, and the exhibit item is a report. The assessor is the Form 969 submitter (Steve Campbell, 400 S. Johnstone, Ste 300, 918-337-2830), and the county's Homestead Exemption page carries the homestead qualification and the March 15 deadline but no veteran forms - the Form 998/998-C route is the Tax Commission's (the State entry).
