Where it applies

Written for the jurisdictions listed here.

Warren County's Commissioner of the Revenue, at 220 North Commerce Avenue in Front Royal, takes the statewide disabled-veteran real estate exemption. The page says the exemption "is limited to the house and up to five acres". That is what section 58.1-3219.5(C) of the Code of Virginia requires, since the county's elderly and disabled relief covers five acres (county code section 160-11). There is no income test, and the veteran refiles only after moving. Documents. The office's list, revised September 9, 2026, asks for the veteran's driver's license showing the home as the primary residence, a spouse's license if the spouse is on the deed, a full mortgage statement showing the applicant holds title unless the home is paid off, the VA benefit summary letter showing a 100% total and service-connected disability, and an application "notarized at time of signing", which the office can do. Section 58.1-3219.6 asks only for an affidavit or written statement and the VA documentation. A veteran without a Virginia license or a mortgage can show residence and title another way. The application itself, revised January 10, 2018, cites "§58.1-39.5" for "58.1-3219.5", and says it is mailed back to the veteran in reassessment years "just for verification purposes"; returning it is sensible, but the statute requires refiling only after a move. Surviving spouses. The page says the surviving spouse qualifies if the spouse "continues to occupy the real property as their principal place of residence", the wording of Article X, section 6-A of the Constitution before the voters amended it in November 2018. Section 58.1-3219.5(B) now lets the spouse move to a new principal residence and keep the exemption. Neither the page nor the list mentions individual unemployability; a veteran rated permanent and total on that basis should ask, since the Department of Veterans Services treats that rating as qualifying.
