What the office does. The county's Veterans Affairs page: "The Director of Veterans Affairs (DVA) becomes the contact for all matters concerning active, national guard, and reserve military personnel, veterans, and dependents/survivors. The DVA also maintains liaison with the various veterans' organizations within the county." And: "The Warren County Veteran Affairs office will assist veterans in the filing of claims such as service record changes, disability claims, pensions, etc. At the time of a veteran's death, the DVA will assist the family in filing claims for death benefits including burial expenses and appropriate grave markers."
The county's statutory duties, in the same page's words: "The county has an obligation to maintain a record of where each veteran is buried within the county and other data pertaining to their military service. This compilation is known as the Veterans Grave Registration Record. The county is also required to decorate each veteran's grave with a U.S.-made flag on Memorial Day and to ensure that all veterans' grave sites are maintained." The burial allowance and marker programmes are the State's; see the Pennsylvania entries on 16 Pa.C.S. Chapter 155 and the burial table.
Appointment. "The County Commissioners appoint a Director of Veterans Affairs whose duty it is to oversee those obligations assigned to the county by law." The page's directory lists Brenda Franklin, Director of Veterans Affairs, and Mary Allen, Dept. Secretary, 814-728-3477, beside the office's number.
Where and who. Veterans Affairs, 204 4th Avenue (the fourth floor of the Warren County Courthouse), Warren, PA 16365; (814) 728-3478, fax (814) 728-3480; [email protected]; hours Monday through Friday 8:30 a.m. to 4:30 p.m. The Department of Military and Veterans Affairs' county directors list (dated 10.06.2026) corroborates the page's director, Brenda Franklin, at this address and telephone. The referral list the page keeps is short - the VA ("VA.gov is the best way to find answers to many questions"), and an "In My Area" resource finder "helps veterans moving into the area find resources for various utilities for housing".
