The office. Chapter 35B requires every Iowa county to keep a commission of veteran affairs and section 35A.16 pays each county $10,000 a year for it (the State entries carry the statutes); Warren's office sits at 301 N Buxton St, Suite 107, Indianola, IA 50125, phone 515-690-9336 (the State directory prints 515-690-9334 for the same office), fax 515-961-9651, [email protected], Monday to Friday 8:00 a.m. to 4:30 p.m. The county's staff directory names Joel Dingman; the NACVSO's directory lists him as "Executive Director Warren County Veterans Affairs", accredited through the Iowa Department of Veterans Affairs, NACVSO, Vietnam Veterans of America, VFW. The office's own page directs applicants to "Deb Segebart or Stacey Harris-Molina at Warren County Veterans Affairs at 515-690-9336" as the van-programme contacts, and the October 6, 2026 agenda carried the payroll removal "Deborah Segebart, County Veteran Service Officer, Veteran Affairs, effective 10/09/2026".
The claims. "Application Assistance - Warren County's VA staff helps eligible veterans apply for compensation and pension programs to assist veterans and their dependents, including the following: Compensation for Service-Connected Disability/Death; Non-Service-Connected Disability Pension; Death Pension for Surviving Spouse and Dependent Children; Aid and Attendance for Nursing Home and Housebound Veterans; Appeals of Unfavorable VA Rulings; Eligibility Verification Reports (EVR); Application for Iowa Veterans Home; Additional Assistance." And: "The staff also assists with: Obtaining military records and awards. Distributing grave markers and flag holders for Warren County. Networking with Veteran's Administration Hospitals."
The county's own test. The page states: "The veteran must have been discharged under honorable conditions and have served 90 days or more of Federal active duty service." Iowa Code 35.1's definition of veteran is the State's and reaches further (the State entry carries it); an applicant outside the office's 90-day statement still asks the office to put the statute's definition in front of the commission.
The county assistance and the van. "We also provide County Assistance for emergency situations for rent/mortgage, utilities/propane, gas, and food. A copy of veteran's DD214 military discharge needs to be provided for service verification and type of discharge." The van: "Can you spare a day a month to help a disabled veteran? ... Volunteer drivers are needed to transport veterans to their medical appointment at the VA Hospital in our van. You decide what day you are going to drive. We provide the vehicle, gas and a lunch ticket for the driver. ... We transport Monday through Friday during normal working hours. These veterans have served for us, now it's our turn to serve them."
The commission. The Board of Supervisors appoints the commission: the June 16, 2026 agenda carried "Consider appointments to the Veteran Affairs Commission", the October 6, 2026 agenda "Consider appointing Gregory Jenkins to the Veteran Affairs Commission to serve the vacancy to the Commission due to resignation. The remaining term expires 6/30/2028", and the work sessions of May 12 and June 9, 2026 discussed the Veterans Affairs Commission applications. The office's monthly report is a standing "Receive and file reports: A. Veteran Affairs" item at nearly every window meeting, and the August 4, 2026 agenda carried the "Veteran Affairs request to backfill part-time Certified Veterans Service Officer (CVSO) position". The April 28, 2026 work session discussed the "Warren County VA exiting IACVSO Association".
