Waller County Tax Office: Paying Homestead Taxes in Installments
Waller County's Tax Office, which collects for the county, Hempstead, Brookshire, Hempstead and Royal ISDs and other units, takes homestead taxes in four installments without penalty from a disabled veteran with a disabled veteran exemption on the home, or an owner 65 or older or disabled, who pays a quarter before February 1 and tells the office; 836 Austin Street, Suite 1400, Hempstead.
Texas Tax Code section 31.031 lets certain homestead owners pay their taxes in four equal installments. Waller County's Tax Office, which collects for Waller County, its farm-to-market fund, the City of Hempstead, the City of Brookshire, Hempstead and Royal ISDs, the Waller-Harris ESD, the Brookshire-Katy Drainage District, the Brookshire Water District and the East Waller Management District (but not Waller ISD or the City of Prairie View), prints the rule on its property tax page: a qualifying owner who pays at least a quarter before the delinquency date, "accompanied by notice to the taxing unit that the person will pay the remaining taxes in installments", may pay the rest "without penalty or interest in four equal installments", before February 1, April 1, June 1 and August 1.
Who qualifies. The office's page paraphrases an older version of the statute ("a veteran and is qualified for an exemption under section 11.13(c)"). The statute in force covers, under section 31.031(a)(2), "a disabled veteran or the unmarried surviving spouse of a disabled veteran" who is "qualified for an exemption under Section 11.132 or 11.22" (so a veteran rated 10% or more with the disabled veteran exemption on the home), and, under (a)(1), owners 65 or older or disabled with those homestead exemptions. See the Texas entries on the exemptions.
Where. Waller County Tax Assessor-Collector, 836 Austin Street, Suite 1400, Hempstead, TX 77445 (weekdays 7:30 a.m. to 4:30 p.m.), and the Brookshire Annex, 32225 US Highway 90 East, Brookshire (weekdays 7:30 to 11 a.m. and 1 to 4:30 p.m.). A missed installment draws a 6% penalty plus interest under section 31.031(b).
