USVI Housing Finance Authority Veteran Home and Land Loan

A territorial home or land loan for a Virgin Islands veteran, published at a maximum of $220,000 at 3.5 percent. The office’s own list says "when available," and that qualifier is the most important word in it.

Also called: home loan, land loan, Housing Finance Authority, VIHFA, 21 V.I.C. chapter 16, Policy Letter 7, 220,000, 3.5 percent.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

The Office of Veterans Affairs summary dated March 14, 2025 lists, first among the benefits for Virgin Islands Veterans only: "Home / land loan (when available) Max amount of $220,000.00 at a low rate of 3.5%." Take the parenthesis seriously. "When available" is the office telling you that this is a funded programme rather than an entitlement, and Policy Letter 7 of April 15, 2020 says the same thing in statutory language: in accordance with title 21 of the Virgin Islands Code, chapter 16, once a veteran has met the eligibility requirements "and funds are available for the purpose of granting loans to purchase land," the Virgin Islands Government, acting through the Executive Director of the Virgin Islands Housing Finance Authority, shall issue a commitment to the prospective veteran. The obligation to issue a commitment is conditional on funds being available. Ask the Housing Finance Authority whether the programme is currently funded before you plan around it, and ask the Office of Veterans Affairs the same question, because the two offices may not be in step. The rate is the point of the programme. Three and a half percent fixed is well below a commercial mortgage, and on a $220,000 maximum that difference is worth tens of thousands of dollars over the life of a loan. Whether the published rate is current is the second question to ask. Eligibility runs through the veterans office, not the housing authority. Policy Letter 7: any veteran seeking to take advantage of the Housing Finance Authority benefits must contact the Virgin Islands Office of Veterans Affairs to obtain a Veteran Housing Finance Authority Eligibility Form signed by the Director of Veterans Affairs or a representative. That certification is the gate. And the benefit is on the Virgin Islands Veterans only side of the office's list, so the gate is the territory's own definition: a domiciliary of the Virgin Islands who entered the armed services in the Virgin Islands, or a domiciliary who entered in another jurisdiction while temporarily residing there. A veteran who moved to the territory after service is outside it. How this sits against the federal VA home loan. The VA guaranty works normally in the Virgin Islands; there is no land tenure restriction of the kind that blocks it in American Samoa and the Northern Mariana Islands. But the numbers are small and volatile: VA data reported by GAO show the guaranty used by fifty-five veterans living in the U.S. Virgin Islands in fiscal 2021, zero in 2022, and twenty-one in 2023. A veteran here should price both routes, and should not assume either is simply available. The two programmes can also complement each other. The territorial loan is described as a home or land loan, and land purchase is named expressly in the statute and the policy letter; the VA guaranty does not finance bare land. If the plan is to buy a parcel and build, the territorial programme is the one that reaches the first half of that.

Thresholds

Thresholds for USVI Housing Finance Authority Veteran Home and Land Loan
GateRule
Virgin Islands Veteran onlyThe Office of Veterans Affairs limits this benefit to a Virgin Islands Veteran: someone who was a domiciliary of the Virgin Islands and who entered the armed services in the Virgin Islands, or who was a domiciliary but entered in another jurisdiction while temporarily residing there. A veteran who moved to the territory after service does not meet it.
No rating requirementNeither the summary nor Policy Letter 7 conditions the loan on a disability percentage. A service-connected rating of ten percent or more does waive the federal VA funding fee if you use the federal guaranty instead.
Published at $220,000 maximum and 3.5 percentThe Office of Veterans Affairs summary of March 14, 2025 gives a maximum amount of $220,000 at a rate of 3.5 percent. Confirm both figures with the Virgin Islands Housing Finance Authority before relying on them.
The commitment is conditional on funds being availablePolicy Letter 7 makes the Housing Finance Authority\u2019s duty to issue a commitment conditional on the veteran meeting eligibility requirements and on funds being available for granting loans to purchase land. The office\u2019s own summary says "when available."
Eligibility form from the veterans office firstA veteran must obtain a Veteran Housing Finance Authority Eligibility Form signed by the Director of Veterans Affairs or a representative before the Housing Finance Authority will act.
It reaches land, where the federal guaranty does notThe territorial programme is described as a home or land loan and the statute names purchasing land expressly. The federal VA guaranty does not finance bare land, so the two routes are worth pricing together if the plan is to buy a parcel and build.
