Utah Veteran First-Time Homebuyer Grant

A $2,500 grant toward buying a first home in Utah, for a veteran who separated within the last five years or anyone currently serving in the active, reserve or Guard components. Owning a home in another state does not disqualify you. It is not in the Utah Code at all: it is an administrative programme funded by appropriation and run with the Utah Housing Corporation, and the application has to be in before closing.

Also called: Utah Veteran First-Time Homebuyer Grant, $2,500, Utah Housing Corporation, first-time homebuyer, certificate of eligibility, VA home loan, five years, UDVMA, ten business days.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

A small cash grant that is easy to miss because it is nowhere in the statutes. It is run by the Department of Veterans and Military Affairs with the Utah Housing Corporation, and the conditions are published rather than legislated. What it is. The department: "The Utah Veteran First-Time Homebuyer Grant program is open to eligible Veterans and current service members (Active Duty, Reserve or Guard)," providing "$2,500 to eligible Veterans and current service members". Who qualifies, as the department states the conditions: Service: "a Veteran that has separated within the last 5 years OR a Current member of the military (including Active Duty, Reserve and Guard)". VA loan eligibility: the applicant must be "Eligible for a VA Home Loan Certificate of Eligibility". First-time buyer: a "first-time homebuyer in Utah (owning a home in another state does not disqualify the applicant)". Occupancy: the home must be purchased in Utah and occupied as a primary residence within 30 days of closing. Couples: "Dual military/Veteran couples are only eligible for one grant." Three of those repay attention. The five-year window is the condition that catches people, and it is the opposite of how most veteran benefits work. Utah's property tax exemption, tuition waivers, resident tuition classification and preference provisions have no time limit after discharge at all. This grant does. A veteran who separated six years ago is outside it, however long they have lived in Utah. If you are approaching five years since separation and thinking about buying, the clock matters. A currently serving member qualifies on the same terms, with no separation required, which makes this as much a serving-member benefit as a veteran one. "Owning a home in another state does not disqualify the applicant" is the most useful sentence on the page. First-time buyer programmes normally exclude anyone who has held title anywhere. Utah measures it by Utah, so a service member who owned a house near a previous duty station is still a first-time homebuyer here. Note also what is absent from the published conditions: no income limit, no purchase price limit, and no disability requirement. How to apply, and the timing that will trip you up. The department requires the application to be submitted through an online portal at least ten business days before closing, with all required documents reaching the Utah Housing Corporation five business days before closing. So this is not something to start after you are under contract and racing to close. Get the application in early, and tell your lender and title company it is coming, because the corporation needs its documents before the closing date rather than at it. Contact is the department at 801-326-2372 with an email address published on the programme page. Where the money comes from, and what that means. The programme is "subject to funding availability based on appropriations from the Utah Legislature". There is no statutory entitlement behind it, no formula, and no obligation on anyone to fund it in a given year. That distinguishes it sharply from, say, the Purple Heart tuition waiver, which section 53H-11-303 makes mandatory on an institution whether or not the Legislature reimburses the cost. Here, if the appropriation is exhausted, the grant is not available, and the published conditions can be changed administratively without a bill. This catalog records it because $2,500 at closing is real money and because a veteran will not find it by reading the Utah Code. It also records the corollary: confirm the programme is open and funded before you rely on it in a purchase budget, and confirm the current conditions on the department's page rather than from any secondary source, because nothing constrains them from moving. What it is not, and what to pair it with. It is not a loan, not a mortgage product, and not a substitute for the federal VA home loan guaranty. It sits on top of a VA loan, and eligibility for a VA Certificate of Eligibility is one of its conditions, so the sequence is: establish your VA loan eligibility, then apply for this on top. For the property tax side of buying a home in Utah as a veteran with a rating, see the Utah veteran with a disability property tax exemption entry, and note in particular that section 59-2a-502, subsection 5 lets a veteran with a 100 percent permanent and total rating get the exemption preliminarily approved and priced in writing before closing. Between that provision and this grant, a Utah house purchase by a disabled veteran can be costed with more certainty than in most states.

Thresholds

Thresholds for Utah Veteran First-Time Homebuyer Grant
GateRule
Separated within the last five years, or currently servingThe department limits the grant to a veteran who separated within the last five years or a current member of the active, reserve or Guard components. Most other Utah veteran benefits have no time limit after discharge.
Eligible for a VA Home Loan Certificate of EligibilityThe grant sits on top of VA loan eligibility rather than replacing it, so establish the certificate first.
First-time buyer in Utah only, so a home owned in another state does not disqualify youThe department states that "owning a home in another state does not disqualify the applicant". The home must be purchased in Utah and occupied as a primary residence within 30 days of closing.
Apply at least ten business days before closingThe department requires submission through the online portal at least ten business days before closing, with documents reaching the Utah Housing Corporation five business days before closing.
One grant per couple, and no statutory entitlement behind itDual military or veteran couples are eligible for one grant. The programme is subject to funding availability based on legislative appropriations and does not appear in the Utah Code, so conditions can change administratively.
