Union County Register of Deeds: Discharge Copies

The Union County Register of Deeds FAQ says only "the veteran or the spouse of the veteran" can get a copy of a recorded DD-214. G.S. 47-113.2 lets the veteran, a widow or widower, a representative with a notarized authorization, and agents of the State, VA and the Department of Defense have free copies; a living spouse needs the veteran's written authorization.

Also called: DD-214, discharge, Register of Deeds, military discharge, 47-113.2, certified copy, widow, Monroe.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

Recording a discharge, and certified copies for those entitled to them, are free under G.S. 47-113.2; see the North Carolina entry. The Union County Register of Deeds, on the second floor of the Government Center, 500 N. Main Street, Monroe, records Monday to Friday, 8 a.m. to 5 p.m. What the FAQ says. "Who can obtain a copy of their DD214? The veteran or the spouse of the veteran." What the statute says. Copies of a discharge filed after 2003 go only to an authorized party, on the State's request form: the veteran or the veteran's widow or widower; an agent or representative authorized in writing by the veteran or the widow or widower in a notarized authorization, by a court, or by the executor of a deceased veteran; authorized agents of the Department of Military and Veterans Affairs, VA, the Department of Defense or a court official helping the veteran or the beneficiaries obtain a benefit; and the State Archives. So a living spouse is not an authorized party in their own right and needs the veteran's notarized authorization, while a widow or widower, an executor and a veterans service officer acting for a claimant can all get copies though the FAQ does not say so.
