Union County Tax Administrator: Disabled Veteran Exclusion
How Union County runs the State's $45,000 disabled veteran homestead exclusion: one application by June 1, audited every four years. The Tax Administrator's 2026 brochure states the statute correctly but says a local veterans office cannot certify the NCDVA-9, while the County's veterans office says it can, as the State's form provides.
Also called: property tax, homestead exclusion, disabled veteran exclusion, 105-277.1C, AV-9, NCDVA-9, $45,000, June 1, surviving spouse, Monroe.
The exclusion is the State's, under G.S. 105-277.1C; see the North Carolina entry. The Union County Tax Administrator decides claims at the Government Center, 500 N. Main St., Suite 236, Monroe (704-283-3746; post to P.O. Box 97, Monroe NC 28111, Attention: Homestead).
The brochure (2026). It follows the statute: a veteran whose character of service at separation was honorable or under honorable conditions, with a total and permanent service-connected disability or a specially adapted housing grant under 38 U.S.C. 2101; or the unremarried surviving spouse of such a veteran, of a veteran who died of a service-connected condition, or of a service member who died in the line of duty. The first $45,000 of appraised value of the home and up to one acre is excluded, with no age or income test. It is a one-time application, due June 1, with late applications until the end of the year for good cause; the office audits every exclusion every four years and drops one whose update is not returned. A home with this exclusion cannot also have the elderly or disabled exclusion or the circuit breaker deferment.
Who certifies the NCDVA-9. The brochure says the form "must be certified by the United States Department of Veterans Affairs" and "cannot be certified by a local Veteran Services office". The County's own Veterans Services page says the opposite: complete the NCDVA-9 and the AV-9 and file them at the veterans office, which certifies the NCDVA-9 and forwards it to the Tax Office. The State's form tells the veteran to take it to a county veterans service officer for certification. Use the veterans office, and if the Tax Office refuses its certification, point to the form's own instructions.
The veterans office's page is narrower than the brochure. It describes the exclusion for an "honorably discharged" veteran who is permanent and total, and for the surviving spouse of an "honorably discharged disabled veteran". A general discharge under honorable conditions qualifies, and so does a surviving spouse whose veteran's death VA has found service-connected, with no rating needed in life.

Gate
Rule
Permanent and total service-connected disability
The rating path is VA's certification of a total and permanent service-connected disability. A section 2101 adapted housing grant qualifies instead, and an unremarried surviving spouse qualifies on the veteran's routes or a service-connected death; the rating filter cannot test those.
Discharge honorable or under honorable conditions
The statute and the brochure take honorable or under honorable conditions; the veterans office page says "honorably discharged".
