Where it applies

Written for the jurisdictions listed here.

The Veterans Land Board, part of the Texas General Land Office, funds its own home loan program. It is not the federal VA home loan guaranty, though the two are often combined: a VLB loan can be a VA-guaranteed loan, an FHA loan, or a conventional loan, with the VLB supplying the money at its own rate. A veteran or military member may borrow up to $832,750 at a fixed rate on a 15, 20, 25, or 30 year term. Down payment is little or none depending on the underlying loan type. The property has to be the borrower's primary residence in Texas, and has to be a single-family home, townhome, or condominium. A duplex qualifies only if it was built at least five years before the loan closes. The disability discount is the reason to look here first. A veteran with a VA service-connected disability rating of 30% or greater qualifies for a discounted interest rate, half a percentage point below the standard VLB rate. As of late September 2026 the VLB posted a 6.35% standard rate and a 5.85% disabled veteran rate. Those rates move, so treat the spread rather than the numbers as the durable fact. Eligibility is broader than a discharged wartime veteran. The borrower has to be at least 18 and a Texas resident, and has to be one of: an active duty military member, a member of the Texas National Guard, a member of a reserve component with 20 qualifying years toward retirement, a veteran with at least 90 days of active duty or an earlier discharge for a service-connected disability, or the surviving spouse of a veteran who died in service or is listed as missing in action. An honorable, general, or medical discharge qualifies. A dishonorable discharge does not. The benefit is reusable. Once a veteran has paid off a VLB home loan, that veteran may obtain another one. The program does not offer refinancing, and home improvement financing is a separate VLB program with its own entry here. Apply through a VLB participating lender. The Land Office keeps the lender list and the current rate sheet.

Thresholds

Thresholds for Texas Veterans Land Board Home Loan
GateRule
A rating of 30% or more buys the discounted rateNo rating is needed to get the loan. A VA service-connected disability rating of 30% or greater lowers the interest rate by half a percentage point. Below 30%, the loan is still available at the standard rate.
Texas residence and qualifying serviceThe loan itself gates on age 18, Texas residence, and qualifying service: active duty, Texas National Guard, 20 reserve years, 90 days of active duty, or a surviving spouse of a service-connected death or a member missing in action. A veteran with no rating still qualifies for the loan.
