Texas Veterans Land Board Home Improvement Loan

Up to $50,000 for repairs and improvements to a home a veteran already owns, with no down payment, on a 2 to 20 year term. A rating of 30% or more takes half a point off the rate. Accessibility work on an aging home is the common use.

Also called: VLB, home improvement loan, GLO, repairs, accessibility, Title I, Veterans Land Board.

For: Veteran or service member, spouse, survivor.

Where it applies

Written for the jurisdictions listed here.

The Veterans Land Board has run a below-market home improvement loan since 1986. It lends against a home the veteran already owns and occupies, for repairs and improvements rather than for purchase. The maximum is $50,000 on a term of 2 to 20 years. A smaller loan of $7,500 to $10,000 carries a shorter 2 to 10 year term. There is no down payment. At application the borrower pays a $10 flood certification fee and a $125 title search fee, plus closing costs. As of late September 2026 the posted rates were 6.35% standard and 5.85% for a veteran with a VA service-connected disability rating of 30% or greater, the same half-point spread the home loan carries. Rates move. Eligible improvements track the federal HUD FHA Title I standards, which is a broad list: roofing, plumbing, electrical, HVAC, foundation and structural work, and accessibility modifications. It is not a list of luxuries. A veteran adding a ramp, widening doorways, or converting a bath for a wheelchair is squarely inside it, and this loan is often cheaper than the alternatives for that work. Eligibility matches the other VLB loans: at least 18, a Texas resident, and one of active duty, Texas National Guard, a reserve component member with 20 qualifying years, a veteran with at least 90 days of active duty or an earlier discharge for a service-connected disability, or a qualifying surviving spouse. A veteran doing accessibility work should also check the federal VA Specially Adapted Housing and Special Home Adaptation grants first. Those are grants, not loans, and a grant beats a loan. This program is what covers the work the grants do not, or the veteran the grants do not reach.
