Tulsa County Assessor: 100% Disabled Veteran Exemption
The Tulsa County Assessor takes the State's full homestead exemption for a 100 percent permanently disabled veteran in person, with a VA property tax letter that it says must carry a raised seal and the property address. Its page omits the household personal property exemption and describes the line-of-duty spouse exemption as for a veteran killed in action.
Also called: Assessor, homestead exemption, 100% disabled, Article X, section 8E, raised seal, Muskogee, surviving spouse, killed in action, Form 998.
The exemptions are the State's; see the Oklahoma entries. In Tulsa County they are claimed in person at the County Assessor's office on the 5th floor of Tulsa County headquarters, 218 W. 6th Street, Tulsa, 8 a.m. to 5 p.m. on weekdays (918-596-5100).
What the Assessor asks. A head of household, honourably discharged from active service in the Armed Forces or the Oklahoma National Guard, certified by VA with a 100% permanent disability from service, who owns the home on January 1 with a homestead exemption in place or qualifying for one. The veteran must bring "a Property Tax letter with a raised seal from the Department of Veterans Affairs in Muskogee, Oklahoma", showing the property address and certifying the 100% disability. Once granted the exemption is permanent while the conditions are met; after a move the veteran files again with a new letter showing the new address. A denial can be appealed.
The letter. A VA benefit summary letter downloaded from VA.gov has no raised seal. A veteran who cannot get a sealed letter should ask the Assessor before the visit whether a downloaded letter, or one from the Muskogee regional office, will do. The Assessor does not say whether it accepts a veteran paid at the 100% rate on permanent individual unemployability; the State's Form 998 and the Oklahoma County Assessor accept proof of compensation at the 100% rate.
What the page leaves out or narrows. Article X, section 8D of the Oklahoma Constitution also exempts all household personal property of the same veteran or surviving spouse; the Assessor's page does not mention it. It says a surviving spouse qualifies with VA's certification of the veteran's status, which matches section 8E. But it describes the separate exemption in section 8F as for "the unremarried spouse of a veteran killed in action"; section 8F reaches the surviving spouse of a service member whom the Department of Defense determined "to have died while in the line of duty", in combat or not, until remarriage.
