The Transylvania County Board of Commissioners (Chair Teresa McCall, Vice-Chair Larry Chapman, Jason Chappell, Jake Dalton and Michael McKelvey) carried the veterans year in the June 22, 2026 lease agreement with the Veterans' History Museum of the Carolinas - the county's below-market 625-dollar-a-month lease of the former Administration Building, extended two years with an RFP required - the April 27, 2026 "Thank A Vet" report (365 cards, 25 businesses) and buildings discussion, the August 24, 2026 Budget Amendment 72 carrying forward a Veterans' Services grant effective June 5, 2026, and the museum's March 3, 2026 season opening; no benefit was adopted, narrowed or repealed.

The record. The Board's minutes are born-digital PDFs on the county's meetings library; the window's sets (February 23 through October 26, 2026) were downloaded and read whole. The Board meets at 6:00 p.m. (the 2026 schedule is on the county's site); Chairwoman Teresa McCall presides, with Vice-Chair Larry Chapman and Commissioners Jason Chappell, Jake Dalton and Michael McKelvey.
The veteran items, in order:
- February 23, 2026 (public comment): "David Morrow announced that the Veterans History Museum of the Carolinas will open for the 2026 season on March 3, with updated exhibits and regular public hours."
- April 27, 2026: the Register of Deeds' report - "The 'Thank A Vet' program continues to grow, with 365 veteran ID discount cards issued since its launch and 25 participating local businesses" - and the Board's direction on two County-owned buildings "not currently used for County operations": "Veterans Museum (former Administration Building)" and the former Elections White House, "in below-average condition and would require capital investment to remain viable ... Lease revenue from the Veterans Museum does not cover ongoing or future maintenance costs."
- June 22, 2026: "LEASE AGREEMENT WITH VETERANS' HISTORY MUSEUM OF THE CAROLINAS. The County Manager reported that Transylvania County has supported the Veterans' History Museum of the Carolinas (formerly the WNC Military History Museum) since its establishment by providing leased space to assist the organization in attracting visitors, expanding its donor base, and growing its operations. For the past eight years, the lease terms have remained largely unchanged. The County has charged a below-market lease rate of $625 per month, which was intended to offset utility costs while supporting the nonprofit's growth and long-term stability." The museum "occupies the former County Administration Building, which is located on the same parcel as the courthouse"; the county has also funded it through the annual nonprofit grant programme (up to 10,000 dollars, on the Joint Historic Preservation Commission's recommendation). The building's HVAC has "one unit [that] has completely failed. Replacement is estimated to cost $20,000", a compressor replacement about 5,000; the Manager's break-even figures run 21 dollars a square foot for the courthouse and 12 for the former Administration Building; the museum "has expressed a desire to remain ... and has requested to participate in future discussions regarding use of the courthouse." Commissioner Chapman "disclosed that he no longer serves on the Board of Directors of the Veterans' History Museum", and the Board's motion - a two-year extension with an RFP required within the period - carried (Commissioner Dalton seconding).
- August 24, 2026: "Budget Amendment 72: Adjusted budgets as needed pre-end-of-year, including moving funds within the EMS budget at the request of the director, budgeting a new Elections software subscription, and carrying forward a Veterans' Services grant. Effective 6/5/2026."
No veteran benefit was adopted, narrowed or repealed; the year is the museum's lease and the office's card programme. No veterans treatment court serves the county (the Judicial Branch's recovery-courts list; see the header).
