Torrington’s Veterans and Active Duty Military page gives a $3,000 assessment reduction to a veteran who served in a recognized period of combat, on a DD-214 showing an honorable discharge filed with the City Clerk by September 30. A veteran already receiving the base or disability exemption whose income is limited receives the State Additional Veteran’s Exemption, which the page describes as doubling the base, with 2026 grand list income limits of $46,300 single and $56,500 married, filed February 1 to October 1 and refiled biennially. The page’s Local Option Additional Veteran’s Exemption entitles qualifying veterans to a further $40,000 of assessment reduction, with 2026 grand list income limits of $71,300 single and $81,500 married, which are the state’s 2026 limits plus $25,000. Code § 187-27, amended September 20, 2004, August 21, 2006 and by ordinance effective October 8, 2016, gives a veteran entitled under 12-81(19) or a surviving spouse under 12-81(22) an additional exemption of $20,000, for income not more than $25,000 above the 12-81l amount. The page prints twice the code’s amount; ask the assessor which applies. Applications under § 187-28 are due by the assessment date. OLR’s 2023 survey records that Torrington did not respond. A veteran rated permanently and totally disabled at 100 percent has one dwelling or one motor vehicle exempt under 12-81(83), on the state form filed annually by January 1 with a current VA letter. The page also gives the active-duty serviceman’s exemption of one motor vehicle per year, and the over-65 increase of a disability exemption to the 100 percent amount.

Figures

Each figure is dated with the day it was read. A local figure moves whenever the statute or the local ordinance does, so confirm it with the office that grants it before you rely on it. Statute verified gives the day the weekly section check last found the statute standing on the legislature’s own code site; a figure without it rests on a statute the check does not read yet.
