Toombs County Tax Commissioner (Anna Holcombe): the county’s own printed S5, SD and SS veteran rows at $50,000 and the 2008 floating homestead the board kept over House Bill 581

The Toombs County Tax Commissioner - Anna Holcombe, 100 Courthouse Sq, Ste 169, Lyons, GA 30436 (912-526-8575, Monday to Friday 8:30 a.m. to 4:30 p.m., toombscountypay.com) - and the Tax Assessor's Office (912-526-6291) take the exemption applications, and the Tax Commissioner's own General Information page prints the veteran rows themselves: "S5 - Disabled Veteran ... any qualifying Disabled Veteran will receive an exemption of $50,000 off of state, county, municipal, and school purposes ... extended to the un-remarried surviving spouse or minor children" (O.C.G.A. 48-5-48), "SD - Age 65 Disabled Veteran" at a 100% exemption on the home and up to 10 acres for the State portion only plus an additional $50,000, and "SS - Un-remarried Surviving Spouse" at $50,000 (O.C.G.A 48-5-52.1); the board's January 23, 2025 minutes record that Toombs's own 2008 floating exemption "is a better rate than the House Bill 581 is presenting to be state wide", so the county took no action on the bill; the qPublic record-search site was not read (the gap goes to docs/COUNTY-REVISIT.md).

Where it applies

Written for the jurisdictions listed here.

The county's own amounts. The Tax Commissioner's own site, toombscountypay.com, prints a "Types of Homestead Exemptions" list on its General Information page, and the veteran rows read: "S5 - Disabled Veteran - In addition to the S1 requirements, any qualifying Disabled Veteran will receive an exemption of $50,000 off of state, county, municipal, and school purposes. The value of the property in excess of this exemption remains taxable. This exemption is extended to the un-remarried surviving spouse or minor children. Please contact the Tax Assessor's office for further requirements and documents needed. (O.C.G.A. 48-5-48)"; "SD - Age 65 Disabled Veteran - In addition to the S1 requirements the Disabled Veteran or Unremarried Surviving Spouse and/or minor child as long as they continue to occupy the home as a residence will receive a 100% exemption on home and up to 10 acres of land for STATE portion ONLY, an additional $50,000 for the remaining state portion, county, municipal, and school purposes on the value of the property in excess of 10 acres. (O.C.G.A. 48-5-48)"; and "SS - Un-remarried Surviving Spouse - The surviving spouse of a member of the armed forces who was killed in any war or armed conflict will be granted a homestead exemption from all ad valorem taxes for state, county, municipal and school purposes in the amount of $50,000 the surviving spouse will continue to be eligible for the exemption as long as they do not remarry. (O.C.G.A 48-5-52.1)". The page prints the route: "All exemptions must be filed with the Tax Assessor's Office between the hours of 8:00am and 5:00pm, Monday through Friday. Applications are accepted from January 1 through April 1 each year for the current tax year" - and the tax calendar: "Property tax bills and normally mailed out by October 20 of each year. Taxes are to be paid by December 20 of the same year." Where and who. Tax Commissioner Anna Holcombe, 100 Courthouse Sq, Ste 169, Lyons, GA 30436; phone (912) 526-8575, "Monday - Friday 8:30 am - 4:30 pm". The site's contact block and its Tax Assessor lines (appeals and mobile homes at (912) 526-6291) seat the assessors beside the commissioner's office. A veteran files with the Tax Assessor's Office before April 1 and reads the county's own amounts on the tax site; the State entries carry the statutes beside the county's printed figures. The floating homestead the board kept. The board's January 23, 2025 minutes carry the County Manager's summary: "Summary of House Bill 581, Home Stead Exemption. Toombs County in the year of 2008 elected to have a floating exemption rate for residential homes. The Counties floating exemption rate is a better rate than the House Bill 581 is presenting to be state wide. There is no reason to take action on the Bill." Toombs's own 2008 floating exemption therefore remained the county's homestead regime for 2025, and the veteran rows above are separate from it. The June 2026 minutes record the board's Local Homestead Option Sales Tax resolution - a 1% LHOST for up to ten years "dedicated to the homestead property tax relief", adopted on Vice-Chairman Buck Moon's motion to allow a referendum on the November ballot.
