The filing. "The Tompkins County Clerk offers Veterans the opportunity to file a copy of their original DD214 with the office. The office will provide a Veteran certified copies of their discharge papers, free of charge, if/when needed." (The resources page; New York's Military Law 250 and RPTL 450-carried free copies run through the State entry.) The clerk's office is at 320 N. Tioga Street (basement), Ithaca, NY 14850, 607-274-5431.
The discount programme. "What is the F.A.V.O.R. program? A program that provides discounts from local merchants to veterans of record. Who is eligible for the program? Any veteran who has filed their original DD 214 with the County Clerk." The programme is branded "Return the FAVOR"; merchants join with the Merchant Application and veterans register once the DD-214 is on file. "I have misplaced my original DD 214, where can I obtain another one? Please contact J.R. Clairborne at our local Department of Veterans Services at 607-274-5920."

The resources page adds the DMV route - "Qualified Veterans, those who were honorably discharged or received a general discharge under honorable circumstances, can have the word 'Veteran' printed on the upper left hand of their NYS driver license, learner permit or non-driver photo ID card" - applied for at the county's DMV.
