Mailed requests and filings need a self-addressed stamped envelope. The discharge line. The Clerk's fees page: "The military services encourages military personnel to file their official discharge with the county clerk in the county of residence. This includes members of the United States armed forces, the United States armed forces reserve, or an armed forces auxiliary. Texas Local Government Code, Section 192.002 authorizes the county clerk to file the military discharge at no cost." The original is returned after recording. Government Code 603.003 makes a certified copy free too (see the Texas entry). A word of caution. The county's Veterans Services page urges recording the DD-214 with the Clerk but adds that "the DD-214 would become a public record." Under Government Code 552.140 a discharge recorded on or after September 1, 2003 is confidential for 75 years and goes only to the veteran and the relatives, representatives and agencies the section lists (see the Texas entry). The page also explains how to replace a lost DD-214 from the National Personnel Records Center with Standard Form 180.
