Terry County Veterans Services: No County Officer; the County Clerk Assists
Terry County keeps no county veterans service officer: its Veterans Services page says the County Clerk's office (806-637-8551) is the county's Veterans Assistance Office and lists the Texas Veterans Commission's counselor, Sandra Lucero (806-472-3490), whom TexVet also gives for Terry County as the Commission's Lubbock office.
Also called: VSO, CVSO, Veterans Service Officer, Veterans Assistance Office, County Clerk, Kim Carter, 806-637-8551, Texas Veterans Commission, TVC Lubbock, Sandra Lucero, 806-472-3490, Lubbock VA clinic, Vet Center, 434.032, Brownfield, Meadow, Wellman.
For: Veteran or service member, spouse, child, survivor.
No county officer. Terry County's site names no veterans service officer, and its 2027 budget (fiscal year 2026-2027, adopted September 28, 2026) has no veterans department or line. A county of under 200,000 people is not required to keep one (Government Code 434.032; see the Texas entry). Instead the Veterans Services page links a VA contact sheet that begins: "Terry County Clerk's Office is the Veterans Assistance Office. If we can help in any way please contact us at 806-637-8551." The Clerk's office (Kim Carter, County Clerk, 500 W Main, Room 105, Brownfield) records discharges and issues free certified copies (see terry-tx-county-clerk-discharges); it does not say it files VA claims.
Where to file a claim. The same sheet lists "Veterans Commission: Sandra Lucero - 806-472-3490" - the Texas Veterans Commission, whose claims counselors help any veteran free (see the Texas entry) - and TexVet's county list gives, for Terry, the "Texas Veterans Commission Lubbock Office" at (806) 472-3490. The sheet also lists the VA outpatient clinic's social worker in Lubbock (806-472-3400 ext. 2627, 6104 Ave. Q South Drive), the Lubbock Vet Center (806-792-9782 or 1-877-927-8387; 3208 34th St. and 3106 50th St.), VA benefits (1-877-222-8387) and the VA's main line (1-800-827-1000). The page also links the State's veterans portal, the National Archives' records request form and the VA's headstone application.
