For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

Tazewell County applies the statewide one-vehicle exemption - one motor vehicle, an automobile or pickup truck, owned and used primarily by or for a veteran rated 100% service-connected, permanent and total - through the Commissioner of the Revenue, with the VA letter summarizing benefits required with the application. The county's FAQ states the vehicle qualification as "the veteran’s service-connected disability must be total and permanent", and the real estate application covers the TDIU path for the county's veteran applications generally. The county code adds a second route. Section 18-51, under the county's power to classify, taxes at "a reduced rate of zero (0) percent of the motor vehicle's value" one motor vehicle owned and regularly used by a veteran who has either lost, or lost the use of, one or both legs, or an arm or a hand, or who is blind, or who is permanently and totally disabled as certified by the Department of Veterans Services; the veteran provides a written statement from that department that the disabilities are service related and permanent. Limb loss and blindness qualify at any rating, and a veteran who meets the 100% permanent and total test instead uses the statewide exemption. The 2026 personal property rate is 2.000 per $100 for TY 2025 per the Department of Taxation's table. The state's car-tax relief applies to the first $20,000 of a qualifying vehicle's value.

Permanent and total on the unemployability pathIndividual unemployability qualifies on this path only when VA has rated the disability permanent and total.
