Taylor County Clerk: Free DD-214 Recording and Certified Copies
The Taylor County Clerk records a DD-214 free and returns the original, gives the veteran or family certified copies at no cost (up to three a visit), takes requests by mail with an identity affidavit, and will delete and re-record a discharge filed before September 1, 2003 so it closes to the public.
Also called: DD-214, DD214, discharge, county clerk, recording, refile, 192.002, 552.140, Abilene.
The Taylor County Clerk's Military Discharge page: "There is no fee for recording your discharge in Taylor County, this service is free. The original will be returned to you after it is recorded." Local Government Code 192.002 makes recording free; see the Texas entry.
Who may get a copy. A DD-214 recorded on or after September 1, 2003 is closed. Copies go to the veteran; the veteran's legal guardian; the spouse, a child or parent or, if none is living, the nearest living relative; the personal representative of the estate; a person the veteran named in a power of attorney; or another governmental body, "such as a veteran's Service Officer or Law Enforcement". Everyone but the veteran must prove their authority, and all must show identification (Government Code 552.140).
Copies. "Certified copies are provided to the Veteran or family members at no cost, although we ask that you limit your request to three per visit". By mail, send the DD214 Application Form with its identity affidavit.
Older filings. A discharge recorded before September 1, 2003 is open to the public, but "you may request for it to be deleted and then re-recorded, which will make the record closed to the public", using the clerk's refile request form.
